For removing the program goto control panel or win+r>Run>appwiz.cpl. Double click on the programs that you do want to keep on the computer.
9.Install Ublock origin and uninstall the extension from browser
a browser extension is a small program that adds advance function to the browser but sometimes there is so many unwanted extension installed on the browser those extensions slow down the browser performance and use lot of internet bandwidth. so it is better to keep the browser away from such extensions. Opening the extension is the different way in each browser if you are using google chrome then Click on the vertical dots on the top right of the browses and choose the extensions tab and remove the extension which is corrupted you don't recognised.
To increase the speed of the browser and prevent the advertisements you can install the Adblock plus, ublock origin.
10. Change theme and background
If you are using high contrast theme and background that also slow down the computer because the high contrast theme uses the more the graphic and more graphic consume the more CPU that will slow down the computer. 
Don't install the high contrast themes and Desktop background. Only use the Windows default theme and desktop background.
11. Disk Cleanup
Disk cleanup is the one the best idea to delete the unwanted windows space. you can launch disc cleanup by win+r>cleanmgr. it will delete the temporary files also, you can clean the system files and errors, system restores, etc.
12.Upgrade hardware
we have done all the above steps and the computer is not running fast than its good idea to upgrade the hardware because the modern operating system requires more RAM and SSD HDD.
SSD is much much faster than the mechanical hard drive if offer direct data transfer.
